MEETING PROCEEDINGS OF AWARENESS CREATION ON VARIOUS GOVT. SCHEMES HELD AT VANJALI RESTAURANT, LUDHIANA ON 6TH SEPTEMBER, 2013
5TH Meeting of Soft Interventions for Awareness on Various Govt. Schemes of Oil Expeller and parts mfg. cluster held on 6th September, 2013 under the chairmanship of Worthy Sh. Mahesh Khanna, GM, DIC, Ludhiana in Vanjali Restaurant, Shivpuri Chowk, G.T. Road, Ludhiana at 12:30 pm onward which was followed by Lunch. Meeting was attended by Approx. 94 entrepreneurs of Oil Expeller & Parts Industry.
At the outset Mr. Harish Singla, Finance Secretary, welcomed all the Members & Guests.
Mr. S.B. Singh of M/s. Taaran Industries - Consultant gave an overview of various Govt. Schemes and what is a cluster.
Sh. Mahesh Khanna, GM, DIC, Ludhiana welcomed everybody. He updated about various Govt. Schemes. He put light on difficulties faced by entrepreneurs on availing collateral free loans from banks. He said even credit card defaulters are barred from taking loans from bank. He said few days back he met DGM from Bank of Baroda and DGM told that their bank has created a very industrial friendly environment with low rate of interest and they give loans to credit card defaulters after taking FD in lien in bank name of credit card default amount with discretion power in branch manager’s hand. This way bank secures himself and firm also gets loan. He put light on Punjab Industrial Facilitation Act 2005. He said under this act entrepreneur gets clearance for industry through single window system from almost all dept. like pollution board, electricity board, forest board, director industries, etc. The govt has made it a time bound system with notification in 2008 and if there is delay then in certain categories DC is the chairman of this committee and has the power to provide deemed approval. To monitor it, meetings are held on regular basis and is attended by all dept. official and if entrepreneurs provide us their application which is pending, then we can put up the matter in those meeting and that particular dept. takes immediate action on it. He further updated as GM, DIC is a nodal officer and if entrepreneurs provide them related issues then they will forward the application to concern dept. and within 10 days that dept. will reply back. So in 15 days applicant will get the reply but unfortunately nobody is taking benefit of it. He updated the floor about mixed land usage areas and said Honorable Principal Secretary has already taken it into consideration and there will change in Master Plan soon. There is long pending demand also for a exhibition hall in focal point area which will also come in existence soon which will boost
Ludhiana Industry a lot. He further said as per sanctioned action plan, when the oil expeller cluster will go for a foreign trip to attend an exhibition, each individual visitor must keep in mind that we should take maximum benefit from that foreign exhibition so that after coming back we can plan for a world-class CFC (Common Facilitiy Center). He then updated the floor about DSR and tried we must be clear about what is a cluster. He updated the floor about lean manufacturing scheme. He said in our setup there is various types of wastage like labour, time, raw material wastage, etc. which becomes a part of our cost and if we can bring it to zero our profit will automatically increase. He said we can take benefit of various schemes and can share within the industry to make it competitive in today’s global scenario.
Mr. Manoj Sharma, Asstt. Director, MSME, Ludhiana welcomed the floor. He said there are various govt. schemes for the Industry but we are not aware about it. He said whatever industrial schemes are launched by Govt. of India, it is their duty to implement it in their state. He said few months back he read a report in Times of India Newspaper that Ludhiana in the easiest city to start business in North India. He got distributed pamphlets of MSME Schemes to make the floor aware about various govt. schemes. He updated the floor about MSE-CDP Scheme with clarity. He then updated about Reimbursement Scheme of ISO 9001, ISO 14001, etc. Then he updated about Participation in International Trade Fairs (MDA Scheme). He then updated about International Co-operation Scheme. He updated the floor that anybody can take benefit of all those schemes even if he is not a part of the cluster subject to he is having EM Part II. He further updated about NMCP Schemes. He updated the floor that if any association wants a training session for technical upgradation, then too MSME helps them to great extent and provides them subsidy upto 75% of the actual expenditure subject to a limit Rs. 75000/-. He then updated about Energy Audit benefit that can be availed by a cluster. He also updated about barcode scheme. He said the subsidy will be directly transferred to our account once we fulfill the formalities and get it done. He urged the floor to take maximum of internet in today’s business scenario to keep ourselves upgraded. He explained each and every scheme in brief with full clarity.
Mr. Javed, GM, SIDBI Bank, Ludhiana put light on various SIDBI Bank schemes. He briefed the floor how the entrepreneurs can avail and take benefit of various schemes and how we can avail subsidy. He strongly emphasized on SSI Registration to have EM-Part II. He gave some briefing on what a Bank looks for in the firm’s balance sheet before granting them loans. He also updated the floor the benefits of rating from rating agencies like SME, etc.
Mr. S.S. Rekhi SIPO, DIC, Ludhiana updated the floor on payment security of MSME Units. He said after Industrial Act, 2006, SSI in converted to MSME and units are divided in 2 categories i.e. Manufacturing and Service. He clarified what is the definition of Micro, Small and Medium Size Units as per MSME. He
strongly urged the entrepreneurs to have EM-Part II as it makes a business entity in actual sense and court also only accepts EM- Part II certified company as business entity if unfortunately any dispute arises between partners, etc. He said the act is available in dcmsme.gov.in and it is hardly of 11 pages and the floor must read it. He said if a firm is EM-II and supplied goods to a buyer within India, then the supplier can send the buyer a legal notice if he didn’t receive the payment. In each state the Director of Industries take care of such payment disputes for an EM-II firm. Not only the billed amount is realized from the buyer but also interest on money with penalty as per Act Guidelines is being recovered by the supplier. He then said there is an Act known as Punjab Industrial Facilitation Act 2005 and said GM, DIC will brief the floor about it.
Mr. Jagdev Singh, DIC Official cum CDE & FM of Oil Expeller Cluster updated the floor about EM-Part II Camp which is going to held on 9-10 September, 2013 at Nirankari St. No. 3, Miller Ganj, Ludhiana with the joint efforts of Oil Expeller and Parts manufacturing Society and DIC, Ludhiana. He updated about the paper formalities and motivated to take advantage of this camp.
The General Secretary of Oil Mill Machinery manufacturer’s Association, Mr. Sudarshan Singla welcomed once again all the dignities on the dais and said we are very fortunate that various Govt. Dept. Heads and Senior Officers from MSME, DIC & SIDBI are here on a common platform to guide us for the development of Oil Expeller Industry. Mr. Jarnail Singh, Patron of Oil Mill Machinery Manufacturer’s Association, also graced the occasion.
